Rashtriya Swasthya Bima Yojana (RSBY) to grow(Budget)

While presenting the budget in Lok Sabha ( Indian Parliament ) on July 6,2009 Mr. Pranab Mukherjee ,Finance Minister made the following statement

"Rashtriya Swasthya Bima Yojana (RSBY) was operationalised last year. The initial response has been very good. More than 46 lakh BPL families in eighteen States and UTs have been issued biometric smart cards. This scheme empowers poor families by giving them freedom of choice for using health care services from an extensive list of hospitals including private hospitals. Government proposes to bring all BPL families under this scheme. An amount of Rs 350 crore, marking 40% increase over the previous allocation, is being provided in 2009-10 Budget Estimates."

This means during this year the number of those covered will increase to 65 lakh BPL families.Taking an average of 5 family members this means number of persons covered will be 230 lakhs(2.30 million)'

The recent study of Earnst & Young shows that Indian Health Insurance Industry will touch the figure of Rs 30,000 crores by 2015 seems to be very realistic as RSBY in itself is acting as advertising for health insurance in India.Every person who gets claim settled under RSBY makes 5 other persons aware of the concept of health insurance.

Dear Mr. Sethi,
It was good to read your article.I got it while google searching about RSBY.

I am working with an organisation which is promoting Community managed health funds for health benefits. With RSBY in rolling, we want to compliment RSBY and not duplicate the benefits. Therefore we want to have some crucial information on the functioning of the RSBY - empanelled service providers, claim process(may be some case studies), etc. Can you please guide me in this - like where can I get these information?

I am particularly interested about Orissa.

My e-mail Id is priya@mia.org.in and priyabhumi@gmail.com

Thanks for your help

Priya

Dear Dr Agrawal,
The scheme has been evaluated and more evaluations are being undertaken. The initial results are very encouraging as the satisfaction ratings amongst the beneficiaries range between 70 and 90%. You can take a look at some of the evaluations at www.rsby.gov.in
There are as many as 7000 hospitals that have signed MOUs with the Insurance Companies. Hence, the scheme seems to have found favour with a large numebr of hospitals as well.

Hey,
I was earlier working with NIHFW and recently switched. During my tenure, we recently drafted a report on Rapid Appraisal of RSBY in Delhi. The findings were too negative and neither a single stakeholder of the scheme in the state is actually complimenting the scheme. Everyone here is actually getting into losses or trying to manipulate the benefits of the scheme and not even a single monitoring has been done so far. Can anybody tell me Delhi being one of the states where RSBY started its operations right from the pilot phase, why it has been monitored while scaling up to all accross the country.

i agree with tarun ,,there are lotz of problem in implementing it,,,,i had talked to doctors on pannel, they are very much irritated,as they dnt get the payments from insurance company, neither fingerprint machines are working which are provided to them. there s really need to work on these aspects,,as this yojana is good for bpl.
